Tie off the balloon.

Balloons can be hard to tie off. Some suggestions are to use the 260's, flatten out and cut to fit. One idea is to use your fingers to tie the balloon in a knot. Another idea is to use the small rubber bands that are used for hair to tie off the balloon, especially when multiple balloons are made for the special event or holiday.

Cloudy Balloon

Latex has a coating when you first blow them up that keeps them from sticking or they biodegrade over time. Suggestions include using a silicon compound like Balloon Shine. It has been shared that you can use a cotton glove to polish the balloon to make it clearer.
